Stakeholder Consultation
Stakeholder Consultation is the workspace module for recording who was asked, what they said, how comments were dispositioned, and what evidence proves the consultation process.
Use it for internal or external stakeholder feedback around regulated content, operating changes, policy work, source changes, evidence narratives, assurance reviews, vendor feedback, or other governed workflows.

Stakeholder Consultation is an evidence and coordination module. It does not own DMS content, final approval decisions, regulatory-register truth, regulated-content cases, public-session task truth, assurance-access auditor findings, legal authority decisions, work item lifecycle, compliance posture scores, or audit package generation.
User Journey
- Open Governance > Consultations.
- Create a consultation campaign.
- Record stakeholder group and recipient snapshots.
- Set the feedback window and consultation context.
- Record structured comments and disposition outcomes.
- Inspect the related Decision Receipt for accepted, rejected, deferred, triaged, or closed comment dispositions.
- Generate evidence snapshots and handoff refs for audit packages, monitoring/reporting, impact analysis, work management, or posture consumers.
External Participants
External participants are not workspace members. Public task execution, external recipient sessions, and public-safe document interactions are owned by the public-access, public-sessions, document-execution, and source modules.
This module stores reference-only snapshots and evidence refs for consultation records.
Dispositions
Disposition states should remain generic. Use states such as open, accepted, accepted_with_changes, rejected, deferred, duplicate, or out_of_scope without hardcoding ministry, sector, legal, legislative, procurement, or framework-specific labels as product schema.
Disposition decisions that resolve, accept, reject, defer, triage, or close material comments record governance decision receipts with the campaign, comment, optional recipient ref, actor, evidence state, and integrity posture. The receipt does not turn consultation into final approval, public-session task truth, or audit package generation.
Cloud And On-Prem
Cloud and on-prem expose the same Stakeholder Consultation behavior. Deployment differences should appear as capability states or source-owner evidence refs, not as different product semantics.
